Hello,
Maybe I am missing something here.

There should be a chrome button on the back side of the seat.
This should be about 6 inches down from the top of the seat in the center.

There isn't any locking button or the like on the 79-82 split back seats. They should flop forward at anytime EXCEPT when the Vette is decelerating. If you remove the plastic hinge covers, you will see the "inertia locking mech." inside the hinge. Poke around in there with a screwdriver or something to get the cam released. If the seats were shipped to you the mechinism might just be hung up from being upside down or something. The seat must also be upright as it would be installed if you have it sitting on a bench.(I'm assuming these are recent purchase?) Maybe a spritz of WD40 on the locks would help.

They sound like 81-82 seats with power drivers seat. They will only fold down when in the normal position.

When I had mine out to recover them one got stuck and would not move, I had to play with the mechinism in the hinge to free it, works fine in the car.

Maybe some WD-40 would help.
