That's a rare carb. Took me 3 years of searching swap meets and ebay to find a good core. I refused to pay the prices the vendors wanted for one which ranged from $400-$600 for just a core. Then you'd still have to replate it and rebuild it if you want it to show. Paragon has a couple of them too. There's also a guy in Texas that has some 7028209 carbs but I don't recall his name offhand.
A more common carb that was the service replacement for the 7028209 is a 7029207 which was the '69 350/350 4spd carb. There's a ton of these around as they were sold over the counter way past the '69 model year.(I have one dated from 1977 but am keeping it). You can have this one jetted to perform just like the '68 carb if a good functional replacement is all that you are after. The service carb is better anyway as it has a metal fast idle cam while the original '68 carb had a red plastic one that tended to harden and crack with time and heat.
I have a list of the correct jets and rods that Lars prepared that I can forward to you if I can find it.

Funny, a 69 350/350 carb is what is on this car but I suspect it is hurting performance and needs the 427 one back on there to get some performance back.
I tried dc rebuilds they don't have hardly nothing and didn't find that carb number at paragon either! so what vendors are you talking about that sell them?

I have a new Edelbrock Qjet. I have removed all the Edelbrock badges so it looks just like a generic Qjet. I am going to stamp numbers on it and make my own "numbers matching" carb!

The only differences are in the jetting. The CFM rating is the same regardless of the number. There are also some minor linkage differences but none that would affect performance. A set of jets and rods is a lot cheaper than the correct #'d carb unless you're a numbers guy. I'm afraid I'm guilty of that but have my limits in respect to what I'll pay.

I'm set on getting the carb for the car dates don't have to agree with the car but must be a 7028209

I sold a 69 427 to a guy in Michigan that has a 68 390 HP carb that I had restored and put on this car. I tried to find a correct 69 carb but ran across the 68 one. I can't remember the dates on it.
I can hook you two up if this works for him.
