Default Seat back mechanism...

Alright guys.. I need some help here. I'm putting my seat backs back together and I don't know what to do with the seat release strap. My AIM shows that there is some sort of "shipping screw" that goes through them.. I don't see how there could be a screw there. How does this damn thing work?!

Alright.. so what purpose does the shipping screw serve? Does the screw go through 3 layers of metal (top layer of main plate, then the release strap, then through the push button plate)? I'm trying to imagine it working here.. is the release strap even connected to anything besides at the seat bottoms?

Sorry for the confusion.. but I am really confused myself.

Wouldn't putting a screw through that not allow the push button to be moved?

By the way.. I have taken EVERYTHING on the seats apart and por-15'd the frames, the housing, and the release strap.

Here is a picture of when I was taking it apart... I'm assuming that the screw goes through this hole:
