I was just about ready to drill holes to install a used GM luggage rack, and looked inside to make certain there were no cross members etc. in the way when I discovered that only the front four bolts will be accessible inside the car. Does anyone know if it is possible to get to the back four without removing spare tire carrier and gas tank?

I may be misunderstanding you, but you don't have to get to the bolts underneath the body of the car. The luggage rack should come with an installtion kit which includes threaded inserts which fit into the holes you're going to drill in the fiberglass. The hold down bolts then go thru the holes in the rack and screw into the inserts from the top.
Oh you can get to them in the back without removing anything, at least on my 68. Believe me, that was the very first thing that went I got my car home. They may be cutesie on coupes but on my roadster it looked like sheet.

I have to ask why you want to install a luggage rack, a used one at that, on your car? Most guys want them off. Once the holes are drilled, no matter how you try to fill them, the "pock marks" always come back to haunt you.
If you still want to do it, the original GM racks used rubber "T" inserts as others have said. You've got to drill a BIG hole to get the insert in. Then the screw goes through the rack, into the insert. As you tighten the insert, the rubber "scrunches" and holds in place. Chuck

Drilling the holes is not a big deal. Make a template of the rack and transfer the hole pattern. Use masking tape at the hole locations as previously stated. Be sure the drill bit has a good edge and don't push down too hard.
Mine is in constant use. It has either the t-tops or a couple of duffle bags strapped on.
