I have one that is missing, and have been looking at the mid-amer. cat. to try to figure it out. The assembley manual was just about useless and after looking at them this PM it looks like there may be some sort of adhesive.

What kind of tool U looking for? A screwdriver does it if they are OEM rings. There are four evenly spaced clamps holding them on the outer ring of the wheel.
Hammer three on the wheel with your fist. Number four requires the screwdriver .. pry the ring inwards until the clip is close to the wheel and pop it on w/your fist.
If you have later, replacement rings they have clips all around them instead of just four across from each other. The later rings are much easier to get on. Wish I had 'em.
