I supposed to have them on my 81. I think that it was standard or optional on the later year C3's. I have certainly found them to be problematic. I believe that the relay tended to break down and new replacements are not readily available.
I think JC whitney sells one.
I made my own once long ago and it probably cost about 3-5 bucks.
All they are are timer circuits. I used the 555 timer chip. This starts to sound electonic geek world but it is simple to make.
You could do a search for 555 timers and find several that would work.
Bout all it is is the chip a resistor and a capacitor, ( just a few but still not many) The resistor and capacitor are the timing circuit. I think you can build one using about 4-6 parts.

not to geeky for me. i just slapped myself in the head because i use solid state timers on my elevator controls all the time. i have several in my truck outside. i can adjust delay from 1 to 9999 by moving dip switches. thanks for kicking me in the head. why didnt i think of this? DOH!
My '81 has them and they work ok. The only gripe I have is the adjustment on delay speed is very sensitive at one end of the adjustment. Then entire range of slowest to fastest is in less than 1/4 turn, the rest of the adjustment is all at the slowest speed.
I try not to take it out in the rain, but I've had it more than 10 years and there were times when it was my daily driver, and other times when I'd just get caught in the rain.
