Default 69 Wiper System

Hi folks new here
I have a 69 big block. I bought it over the summer and trying to get the wipers to work. They do work when I follow the instructions in the owners manual, push the rod on the vacuum canister so the cowl opens, pull down on the vacuum switch under the steering column and turn the override swith on. However, in the normal mode it doesn't work. I have gone through the electrical schematic and there is power where there should be, and everything is grounded as should be. I have even gone through continuity checks. The only thing that I can think of is that the vacuum soleniod (behind the tach) is not working properly. Either stuck or the diaphram is broken. What I think is happenning or not happening is that power is going to the soleniod but vacuum is not getting directed to the canister to open the cowl. There is vacuum on the canister on the closed side, when the vacuum lines are swithed the cowl does open. Also, every once in a while while driving the cowl will try to open and then closes, that was when the wiper switch was left on. Does any one have any ideas, things to try.

I think you are on the right track. If you pull the vacuum override switch to open the wiper door (cowl), can you then turn the wipers on with the regular switch (not the switch under the dash)?

For the door to open, vacuum must be blocked to the vacuum relay that controls which side of the vacuum actuator gets vacuum to open or close the wiper door. When you pull down the vacuum override switch under the dash, it cuts the vacuum off to the relay and the door should open. The selonoid should be doing the same thing but triggered off of the wiper switch.

When the door opens, it pushes a switch on the fire wall allowing the wiper moter to turn on (if you have it turned on). That switch keeps the wipers from starting before the door opens.
