I am having problems with the headlights opening. My car has the following new parts installed due to front end damage: air tank, relays (both) and actuators. I have the GM service manual and all of the hoses appear to be connected in the right locations per the color desiginations. I can manually open and close both light assemblys with no problem and they appear to work smoothly without binding. I have not pulled out the dash to access the light switch as of yet but I have listened as close as I can for any vacuum leaks. This car has 47,000 actual miles and I know they are correct since my best friend owned the car from new. Anyway, after the accident he had the car repaired but passed away before everything was finished. I am trying to finish this car as a tribute to him and with your help I know I can do it.
Sorry to hear of your friends passing...
If the vacuum relays were aftermarket, not G.M. originals, I would check them first. I have had many new reproduction units leak badly. Also, make sure you have a strong vacuum at the center large hose at each vacuum relay. G/L
