I found some info on what might help us define Early/Mid/Late 1969 model Corvettes:

...another way of looking at it is since almost 39,000 cars were made in '69, the first 13,000 would be "early", the second 13,000 "mid production" and the last 13,000 "late production".

I think what Doc and Kaiser are saying is that production changes happened on these dates making the early, mid and late cars slightly different. The dates are listed so when you ask for parts which were changed during production they can give you the correct part for your restoration.
