Just looked at my 78...bracket to hood is black....hood hold open piece on driver side is plain...neither has been painted since I've owned it since 1979....can get pics this evening for you....

This from the 78/79 NCRS judging manual:"The hood hinges are dull silver cadmium plated. They should have black-out paint overspray on them, as well as body color overspray. The hood it installed when the painting operations take place, for both body color and blackout."
