It is a cage-nut that is spinning in the frame bracket.
Either cut the head of the bolt off, or cut away some
fiberglass enough to get in at the nut.
I would start with the former before resorting to the later.

The body will have to come up at least enough to repair that
frame bracket. Perhaps the caged nut can be fixed in place,
but it will likely require cutting off the frame bracket to repair.

Here is the bracket - shown upside down .. tough to fix without cutting it off.

If holding the bolt at an angle can make the nut grab the cage,
you might be able to get it the rest of the way by pushing the
bolt at an angle while turning. It will still need repair before assembly.

Good Luck

If it's the same one that gave me fits - the one in front of the back wheel drivers side, I ended up cutting a hole in the frame with a hole saw to access the head of the damn bolt, then finally got the #$% bolt out, installed new mounts and bolts, welded the cut out plug back in, ground it smooth and re-coated it with some of that rubberized under body spray to make the patch disappear. What a major PITA for one stinkin bolt! And BTW I tired with the sawzall but there was not enough room unless I was willing to do some UGLY body mods, Good Luck!

Get out the hot wrench. Spray the cavity with water, torch the head off. Takes 10 seconds. Deal with the remaining cage nut when the body is off. The cage and nut are available.

I used an air grinder with cut-off wheels. It is a pain to work on but Life is good when you get it done.
