The L-82 is the "performance" engine...more importantly...forged steel crank,pistons and 4 bolt mains...whereas,the L-48 is a two bolt block...both good engines,though...
Here is a link that has a few nice sublinks (on the left side) about the engines. I do like the internals of the L82 better, but, I used to own a 78 (new) and never had any issue with engine. (only "problems" actually were the A4 ac unit which were not all that reliable, and the window switchs). Mine had the L48 with all options.....

The basic answer is in the horsepower of the two engine types.
The L-48 is the base engine with 185 hp.
The L-82 is the high output engine with 220 hp.

My friend and I each had 1977's in 1979. Mine was an L48 Auto His L82 Auto. In heads up drag race I would beat him by 3 to four carlenths out of the hole. At the line I would only have him by a rubber bumber.
His as 3:55 gears mine was 3.08. I believe the L48 ahd more torque. He always hated getting beat by the L48. Another difference was the L48 ahd the turbo 350 trans while the L82 had the turbo 400 trans.
