Default Spindle Question

I noticed the spindles on my 79' are drilled only in the quick position for the tie rods.When did GM do away with the two position spindles?

The holes are plugged when PS is used due to potential ram damage. The manual cars had both holes open.

I'm guessing that in '77 when power steering became standard equipment, (not an option), why drill the holes?
