I have dark brown interior in my 73. I want to change it to light tan. What is the chance of having uneven color? Should I use a primer? Does the dash have to be removed or can you do it in the car? If I can do it in the car are there any good steps on how to do it?

You will be fine without primer. Clean your hard plastic parts really well with a degreaser but don't use solvents.
Sand any metal parts lightly with 400 and clean with a wax and grease remover.
On the vinyl, you need to get paint meant for vinyl and clean it well first.
Krylon makes good paint if you are going to use rattle cans. Or, an automotive paint store can mix custom colors for you but it is not cheap. You would need a compressor and small touch-up paint gun to go that route as well. Go with the Krylon if they have the tan that you want. The bad thing about going with too light of color for your dash is that it tends to reflect off the inside of the windshield on a sunny day.
Remove your dash. You can't do the job right without doing that.
