First look for oily spots. If you can't find any get a UV dye (it comes in a small bottle with refrigerant as propellant). You can put this in yourself. You need a UV light and goggles to find the leak. You can either buy a UV detection kit that has the light and goggles or take it to a shop.

If the system is good, no leaks, then check the cable that controls the vent door, itake off the side panel of the passenger side center console. You'll see a black cable with a white (or clear?) plastic adjustment barrel that you can turn with your fingers. Turn on the air then turn the adjuster til you here the vent door close at which point you should feel cold air through the vents.

When that stupid vac line is broken, mine blows hot all the time.

Does it blow cold at all upon first startup of the car? If so, probably the water cutoff or vent door causing the hot air after warming up to temp. If it's hot at first start you probably need a charge(again). That would sound like a leak.
There doesn't seem to be any drop on power when the A/C is engaged, so maybe the compressor is shot, as its usually noticeable on most cars when you turn on the A/C.
