have a 79 L82. thinking about totally upgrading the powertrain. "IF" i go with a current day powertrain with say fuel injection, what does federal emissions require to be on the vehicle. i've been told that a 79 MUST have the emissions controls on it that were on a 79 when new (ie smog pump, egr, etc.) will i have to "stick on" those devices just to satisfy the law or will something else suffice to satisfy the government (and pass emissions, although currently where i live they don't test).
EPA requires youto pass the emissions standards set forth in the year the car was released. They will also check visually to see if the cats are intact.
From what I have seen here in the forum, those in CA have to pass just as a new 2006 car. For my county in TX, we must have all original emissions controls hooked up, but do not have to pass a measured emissions test (other counties are different) though we can get cited for excessive emission (smoke, fumes, etc). For those in other states, nothing is required from an emissions standpoint.
