How to replace a 79 turn signal switch?

I have a friend who wants me to help him. Will my little steering wheel puller (flat plate with a threaded center hole) work on a 79 tilt-tele wheel? I have never taken a 79 apart.
Here are the links to complete instructions on replacing the switch.

One more tip. You will find a plastic retainer covering the C-clip. I have found that when you try and remove it, it will crumble into tiny pieces. You will need this retainer when you reassemble the steering column. It prevents the big spring under your steering wheel hub from contacting metal steering column parts and blowing your horn continuously. The part can be obtained from GM dealers #7808385 or from numereous other Corvette suppliers.
Good luck,
Further assistance is only a posting away!

My friend Keith has decided to try the stalk first since the RH signal works but the lever bends akwardly forward when he tries to use the LH signal.
On top of that his horn doesn't work, and I explained how to ground the black wire at the body connector (where the column harness plugs in) to see if the relay clicks and/or the horn blows.
Depending on the answer to those questions, he will get a new interlock plate to go with the turn signal switch and whatever other parts are broken - so that everything can be fixed in one pass.
Do you know if there is a 79 Corvette wiring diagram on the web? He just got the car and hasn't gotten a service manual yet.
The other question he asked me is where is the horn relay. Mine is next to the rad. Is that where it is on a 79?
