Could be the switch, could be the speed control resistors or could be the hi speed relay. I have a 76 and do not know the detail for a 71, but I believe these are the 3 components in the circuit .
A wiring diagram and VOM should help you track it down.
Jake, there is a High Speed fuse, inline type over by the alt, it may have blown.
HZZ, if you pull the resistor pack, its located in the top of the AC box under the hood, you should be ablt to tell if they are burned or possibly disconnected.
If the switch is the problem, you may be able to salvage it. Mine was getting very warm when it did work, but at times the blower wouldn't run. Turned out that the switch contacts were gummed up and put some resistance in the circuit. I removed the switch; straightened the crimped tabs on the housing; carefully removed the "guts" (so I would know how they went back together; cleaned everything up and buffed up the contacts; reassembled. It's good as new and works great. Obviously, you can buy a new one (aftermarket) for $20....but I'd rather keep the original if I can. Good luck!
