The metal pieces that hold the bolts are easy to buy most corvette
parts books carry them and to get the bumber to align -up you will most likley need the uppers atleast

No. Have you bounced the rear a bit? It may need only to settle on the new spring. Take it for a hop around the block and see if it doesn't sit better.
If things do not improve significantly, you've got your new spring in wrong or you'll need a trip to the alignment shop.
thanks guys, will try with the bolt/retainer kit i have with the bumper cover and see .
as far as the spring, same leaf count, went in the same way it came out. the center prong on the center mount went into the hole on the diff housing, snugged it, then did one side at a time.
cant drive it around yet, finishing paint, then putting the engine in. Will keep bouncing on it though. It could just be so out of whack from all the aligments over time compensating for weak spring? It was original spring, original shocks, original brakes, bushings, etc. 32 year old stuff all the way around. Not too worried about it, i was going to realign the whole thing anyways.
