Couldn't tell you for absolute certain but I would definitely expect some improvement. Once a plastic starts to lose its plasticisers there is no way to replace them. If the lense has gone brittle and started crazing I would say it is past bringing back.
Try the metal or Paint polish to remove the dead (oxidised) surface. They're more abrasive than clay. If it comes up shiny, you win! Plexus it to remove traces of the polish and leave a "wax" sealer to keep it that way. I use a microfibre cloth with Plexus, it doesn't require much elbow grease.

Don't know about your neck of the woods but here it is sold mostly through Motorcycle and boating outlets. The chain stores here haven't found it yet. If you have any aviation stores they might also have it.

The lens doesn't cost much, but getting to it to replace it is a bit of a chore. Also, you'll find the original lens is held in where some pot metal ears (tangs) have been pressed flat to hold the lens. You can use a grinder to remove the original, but you'll have to make something to hold the replacement lens in.
