i have a 79 vette with a solid frame all around...
how do i prevent the frame from rotting and rusting out and ruing my project?
all suggestions are welcome.

Steve I lot of guys do a frame-on restoration, all the work & detail but the body stays on the car. That's how I did mine. Take the frame in three sections. Front, middle & rear. Do one section at a time, clean as much of the frame as you can w/wire brush, wire wheel & by hand. Try to take down to bare metal. Prime & Paint. That's it you can go a step further by using POR-15 if you don't have a garage I would use it.

Depending on how thorough of a job you want to do, you might be best off lifting the body. If you remove the body, you should have no problem accessing the frame in its entirety.
I know removing the body sounds like a lot of work, but there are only 8 body mount bolts, 8 bolts holding the front bumper on, and 8 bolts holding the rear bumper on plus a few various ground wires and other connections. Once the body is removed, cleaning and painting the frame would be no problem. You also would have easy access to cleaning your engine compartment and cleaning and repainting the engine itself.
Baring any broken body mount bolts, I think I could lift the body off of my Corvette again with a single days worth of work by myself with my engine hoist and bodly lift straps.

I agree with lifting the body. It will actually be a lot less work than snaking around under you car with various wire brushes etc... and will yeild a much nicer job.
I just gone done with wirebrushing/painting the engine compartment. I wanted to die after a month of it. Take the body off if you have space!
Also, get an orbit sander and some paint/rust remover pads for it. Wirebrushing is horrible horrible horrible and takes forever. Maybe I didn't find the right attachments? The orbit sander + paint remover pads work great.
I used my 4 poster car lift and a wire brush, emery cloth and 3M sanding disks to reach as much of the frame as possible. After getting all the surface rust that I could reach I sprayed the entire frame with 3M rust inhibitor and/or rustoleum rust treatment wherever the spray would reach. Finally, I painted the entire frame or at least as much of it as I could reach with the body on. I would think that body off would be a better approach but it only took me a few days and I didn't need any help other than my 4 poster lift.
You can sand the frame bare and repaint, after getting all the rust off.
You can clean all the dirt and loose paint and then spray rust-inhibiting paints like Rustoleum or POR-15 or whatever it is.
You can do like Ziebart, spray an oil coating over the inside and outside of the frame. Keep lots of newspapers under it for a few weeks while it drips clean.
