My white 68 is a numbers matching BB car.
Unfortunately, the European registration place somehow did not have any 427 CI engine in their files, so they reistered it as a 454 CI car.
Now every regegistartion in any of the European countries just takes over the mistake and they told me that the only way to correct this is to get a certificate from GM that the 68 was available as 427 CI and that the engine casting 3935439 is a 68 original 427 CI engine.
Whom do I need to contact to get this type of original GM cert ?

Good luck. There is no one left at GM who was there in 1968. I don't think you will find anyone who knows what a 427 engine was let alone provide a certificate stating that the casting numbers were original.
You can provide tons of material showing what was built and what was correct but most of that is not available from GM. It is available from NCRS and any one of 100 books written on the subject. The question is will they accept it.
The request by your motor vehicle bureau seems unreasonable. Suppose it was a Willis, Nash, Studebaker, or a Plymouth what would they accept in those cases?
Getting a certificate from GM is probably hopeless. How about going to ebay and looking for an original (not reprint) 1968 Corvette owners manual? It will clearly state what engine options existed. It will not have casting numbers, though. Besides, the casting number will usually not identify it as a corvette engine as the same block was used on a variety of cars. For what it's worth, www.mortec.com lists 3935439 as a 68-69 427.
Can't you use the Corvette Black Book by Michael Antonick, or a GM Parts Book or the small 68 Specification book published by NCRS?
If you show them 2 or 3 publications with the same info, how can they refute that. No one could forge that many books.

There was a thread last week about the FREE Restoration Pack from Chevrolet. I called and they are sending me the literature for my '69. From the description, it sounds like this might help you, as it is coming from Chevy.
I have this info packet from GM that I obtained for my 68. It comes on 8 1/2 x 11 inch white paper whihc some bureaucrat might say was produced on your computer. In other words, it does not look GM official even though it came form GM. Also, it lists the 427 engien options but no casting numbers to make the connection and prove that what you have is a 427 (even though it is ).
I still think the GM or Chevrolet Parts book would be better to prove your case as it looks very GM official and they could not accuse you of producing this tiem on a computer.
The info packet I received from GM had no GM or Chevy identification logos on it. They could say you made it up. Now, I received mine a few years ago and maybe the ones they send today look more "official". Mine looks like a photocopy and I received it directly from Chevrolet Motor Division, General Motors Building, Detroit, Michigan
I was not overly impressed with the quality of the reprint, but at least it had the information I wanted.
