...Is there any way to find out previous owners through the state? Even to find out if my car has lived in MI all of it's life?
Check with the DMV in your state. Depending upon privacy laws, you might be able to do a title search through your DMV.
Second option is to start with the owner of the car when you bought it. Check with him/her for previous owners when he/she bought the car and work your way backwards.
I'm sure you can page through ebay and find someone who would readily make a build sheet to your specifications and "age" it to perfection, but what's the purpose? It wouldn't be the build sheet for your Corvette. It would only be what you ordered...and paid for.
And even if this would still exist, I can imagine that it will never be made available to the public, last but not least because of many probably faked expensive rare cars on the market by now.
Say what? I am not following your logic. PHS releases info all the time so what is the difference?
The build sheet for my 72 LT-1 was falling off the gas tank when I found it. On the subject of Chevy records, I know of a 1968 L-88 Vette that was verified from a person with "inside" GM access I think throughthe Moraine Division J-56 brake order in the late 1970's early 1980's. I think there is paperwork around for the "special Vettes" but, GM is afraid of the problems it would cause.

GM of Canada, the NCM in Bowling Green and Pontiac Historical already release information so what are these problems you speak of?
