Make sure the secondaries are free to move when the engine is warm, they will be locked out when cold. If they move freely, chances are they will operate correctly when the car is moving.
You say the carb was a refurb....where was it purchased? there have been alot of posts recently about how so called carb rebuilders just pull parts from various years carbs to make a supposedly working one...yours may not be like this but it may be worth checking.
