air cooling holes

Were the air cooling holes under front nose just for big blocks or were they also in place for small blocks ?

The design of the '68 originly did not have them, just used the front grill for cooling. At last minute they added the cooling holes, the first were just rough cut into the panel, then then panels were molded for the holes.
