Not very much. everything that was "New" in 92 is 15 years old whether the car has been driven or not. Ruuber goods will be near the end of their useful life even if the "look" new, they'll deteriorate very fast when put into service. Seals will be dried out.

I seriously doubt he's delusional enough to think $15k, but Corvette owners are pretty much the worst for this...
I'd be very interested to see what he really thought. I don't think $3500would be awful, but I would want to know if its no title because the state he lives in doesnt require one (good) or because he doesnt have a title that he should have or is missing VIN tag or something (bad). In that case, value drops to zero.
The ad mentions a new windshield pillar. This suggests possible severe frame and/or birdcage rust. No title? WTF... If the V.I.N. tag doesn't match the frame s/n on the kick-up, I would consider it a parts donor car. Trade for a Chevelle or Camaro? Not a chance.

You have to have a title in Flordia to get tags. I know because my son just moved down there with his 1970 LeMans from georgia where one is not required for older cars. There's a bunch of paper work and a police inspection to get the new title
I would pass on this one. I dont have the time, space, or money to work on something like this. There are too many other vettes available that are drivable projects that would go for about the same money that this person would probably want.

Depends on why there is no title. Did he lose it? Did he buy it from a state that did not require a title and not get a title in FL because he was trying to skip tax due or something? Is it an issue re: the missing winshield pillar, intimating there's a VIN plate problem?
I just bought a '69 in CT, and they do not have titles there for cars over 20 (?) years old. I got a transfer of ownership form and a bill of sale. Provided these in IL, who requires a title, at the DMV and had a new IL title in a week, no inspections, no problems.
OK, I understand the bargain hunters, but on ebay this is $5K all day long.
1. Solid frame. Who cares about the frame vin, nobody ever checks, and the vin is hard tro see anyway even if you know where it is. Also a non matching frame simply means that somewhere during the life the frame got switched, not that the car is stolen. Notice how he posts the vin. He owns the thing. Its shocking how many feel they may currently own a stolen vette and won't divulge vins!
2. Solid body, except for the lower pass front with the green filler, all of the factory primer evidences an unhit body.
3. 454 built up worth a grand and a half with the Muncie.
The biggest problem he has is presentation. A little more work would change this from a stalled project to one that just "needs finishing". This is a substantial project, and should be worth up to 5 depending on how he gets the word out. If you want to make a Killer 68 vert L88 clone, a white ZL-1 test car tribute or something more Pro Touring, this is a great start.
As for trading it for a 69 Camaro, no way. Those are way too expensive!
