The coolant level and pressure are probably too low for the compressor to run. I would have a shop test your system and make sure there is no leak before you have it filled. Replacing the dryer, and have a flush and fill is a good idea and shouldn't cost too much.
Many questions,,,,what kind of freon, R134 or R12, cheapest out would be to give it a charge and troubleshoot it from there, the system needs freon to work, the compressor wont turn on if its low , it is possible to hook up a jumper to turn on the compressor but risky if its low on oil or freon, did the A.C. ever work? There are several other things you can check also:
1) Voltage at comp connection (will tell you if switch, low press/high press are sending control voltage, you can TEMPORARILY wire around the press. switches if you want to)
2) Check for oil dampness around seals and connections
3) Finally, depress schraeder valve at low press side to see if you have ANY charge left.
