Default Headlight Problem

My 75 coupe is acting very strange when I shut off the car the right headlight will rise all by itself along with the left side,they take turns.
I then have to start the car for them to drop. I have new headlight actuators installed.Any help much apprecdiated.

With car running pinch off the small hose feeding both relays-what happens? nothing?Turn engine off(hose still pinched)what happens?

Sounds like the check valve is hosed.

check valve located in the vac line right on top of the intake manifold.
It's supposed to be a one-way valve, when it begins to leak/goes south the headlights will pop-up as will the wiper door either upon engine shutdown or sometimes when you floor it.

I know I got one just like it from Corvette-101.com.The port closest to the **** (#2)is the main vac source from the manifold.The other port(#3)goes to the pulldown.Here is one from a 69 that is correct at the switch.
This image was removed because the owner of the drawing got upset that it was posted,even though his business name ,phone number, state and city and part number was fully visible.
