I noticed that my instrument lights are always on. I replaced the headlight switch and noticed that bubba ran a red wire to the fuse box. When I remove it the instrument lights go out. Does this hot wire go to the headlight switch? If so, where do I attach it? if not, where does it go?

Get a wiring diagram and see if you have power going to your switch on the correct wire. You probably have either a bad connection or a broken wire and he just bugged a hot wire direct. Dang you bubba.
My car had a couple wires melted together so the panel lights would never come on. That was a whole day I didn't plan on spending reconstructing the harness. The wires were melted from the fuse block all the way to the radio almost. I think the connection at the fuse block corroded and increased the resistance, thus heating up till it melted the insulation and shorted on another wire. Check the wiring in your car.
The instrument lights are fused separately. I'd start there. Whether its a broken wire inside the insulation, a loose connection at the fuse box, etc. it looks like the last guy just rigged power to the circuit rather than trying to figure it out.
Yank out the rigged wire and break out your meter. You should have continuity from the load size of the fuse to any given light socket. The impedence should increase with the dimmer. If there's no continuity, work backwards until you find the break. Good luck.
Also remember that a light bulb is a controlled short and will make the continuity part of the meter beep just like a dead short. It threw me for a loop a few times.
