They're considered "Limited use" plates. So technically you're ONLY supposed to drive the car for parades, exhibitions, club events, shows, etc. They also only let a few cars per year have them.
Cops, however, don't care how your car is registered as long as the tags are current. What's he gonna do? Follow you to make sure you're going where you say you're going? That'd be a great waste of taxpayer dollars wouldn't it?
I am a cop and I saw a beautiful 71 (same year I have) parked in Malibu which had historical plates. I was checking the car out when the owner came out. I asked him about the historical plates (I was curious from a personal not a professional view) and this guy started to get nervous when that subject came up. I could care less if they rightfully belonged on the car or not.
I did check it out when I got back to the station (now out of professional curiousity) and there are very stringent requirements pertaining to use of those plates. There was no car show anywhere around that day and this guy was just probably exercising his Vette. Good for him!!! I could care less about something like that (especially on a beautiful shark) but unfortunately there are a few cops who do care so someone might want to be careful before just throwing those plates on their ride. I saw his Vette a couple months ago and it had standard issue plates on it.

Not sure on this,but I heard there is also a yearly tax on those plates over registration fees...
I've noticed at local rod shows,hardly anyone using them....

The guy with the '71 had nothing to gain by running the historical plate. We '76 and newer guys want them specifically to bypass smog requirements here in Cali. I was not able to get them in my first attempt so I decided to spend the extra time to get mine to pass. I agree that you should be careful if you do lots of driving with them. Mine will be an everyday driver so I'm glad I'll have the regular plate anyway.
