Its not hard at all, peel the old one off, there are screws on both ends. Use 3M weather strip remover to clean the glue off and 3M weather strip adhesive to put it back on. If your not interested in NCRS and have a dark car use the black stuff. Otherwise use the yellow
Yep. Anyone can do it. The question is if just anyone can do it WELL. There are some "tricks of the trade". I know that I do not have the skill level needed to do a professional job with that task.
Its easy. Make sure the weatherstrip is nice and plyable. Do a little at a time. 6-8" inches at a time and do not rush. As others have said, yellow is the factory color.
Additionally, dont cheap-out on the weatherstrip. You will regret it later on. Buy the highest quality stuff available.
one important note on installing rubber seals is to wipe the seal with a wax and grease remover to remove the mold release agents off the seal . otherwise the adheasive wont stick.

The car was just repainted 2 weeks ago what is a safe solution to wipe down the door area that wont damage the paint?
If the car was painted 2 weeks ago, I don't think you want to put any cleaners or even glue on it yet. Folks that paint for a living will tell us the "straight skinny", but I've always heard 30 days for a complete cure on new paint.
