My 76 did that one time.Tried everything and would'nt open. Finally I read a post that said to pry the hood over with a wide scewdriver carefully. Finally poped. But very frustrating.Good luck!
I had this problem 3 years ago and a Corvette Paint and Body guy forever got my work afterward.
1. Jack up the front of the car.
2. Support with jack stands.
3. Loosen the 3 to 4 screws on the drivers side rocker molding. The idea is only to loosen rocker molding at the front.
4. Remove trianglar plate on the covering bottom of the evaporative ca nnister.
5. Remove three bolts on the located on the inside of the drivers wheel well (rear side of the front drivers side wheel well).
6. The evaporative cannister will drop through the bottom.
7. Insert hand and arm through and release the latch.
8. Reinstall removed and loosened componets.
9. Mine just required a minor latch adjustment and cable lubrication.
Actual repair Time: < 15 minutes
Time spent analzying 2 weeks.

It did when the cable gave out. I didn't realize what had occurred and pushed the left back down Now its total closed. Last pic might be a tad more helpful!
Do like I'm going to do and replace the cable that connects the two latches with a rod with threaded ends and clevises connecting the linkages.

Found out something else. Gonna head out to try it. On the 76 latch through the grommet it requires a forward push. If you look at the posted pic of the 76 you can see how it is different than some of the others. It opens the left side pushing forward and pulls on the cable for the right. Will post results shortly
The above photo showing the 71 driver's side hood latch is the same as my 73 latch. Never had this problem yet, but I have studied the latch in order to be prepared.
Reached up under the hood and pushed. (from under car Right side popped. Have a hard time through the grommet on left cause of my hand size. Back out to try again. Still not sure if 76 is same. shooting in the dark.
We knew you could do it. I say everyone should practice doing this while they can still get the hood open with the hood release. It's on my list.
Taking and saving a photo of your particular year model hood latch is a good idea--there are changes between the years. Also locate the two plastic plugs that have to be removed to access the hood latch with the screwdriver.
Glad to see you were able to get it open. Now take the hood off, install a blower and you'll never have to worry about it again!!!!! LOL

I had a few ideas for hood latches that might be worth sharing.
Electronic shaved door handle door poppers.
They are powerful actuators that pop door latches open for cars with shaved handles. It would certainly be strong enough to pop the hood latches.
I was thinking of mounting one either on the firewall or on the underside of the hood and wire it to a switch either in the car or under the car where you could get to it in a case where the cable breaks or even as a system to replace the cable system altogether.
This brought up a final idea, and route control of that electronic popper through the AUX function of my keyless entry. Since I have a key fob with an extra button I can program it to control a single accessory and I might be able to wire a two wire door popper to it.
This would let me pop my hood via my remote from both outside the car and inside the car.
I would leave the cable system in place as the backup and use the electronic control, either switch or remote, to pop the latches for the hood.
