Default More interior questions

So I'm in the processe of replacing the interior in my '80. I've got the carpet/insulation all out and now I'm at the floor pans. I tried using diluted simple green to clean off all the old adhesives, and it got a lot but not all. So my question is, is there a better cleaner to use, or should i try making it less diluted (i used the 1:10 ratio). Also after I get the floor pans clean, I'm curious should I put some sort of paint down before I re-carpet/insulate?

Also on the pillars (the windshield frame) there is slight surface rust starting to appear, should I sand and just use a spray paint like rustoleum? Or is there somthing better for that as well?

I have had good luck with 3M adhesive remover.

Would this be ok for the fiberglass floor pans? I would think it would do some damage to them, am i mistaken?
