Frame Strength/weight
I watched one of the "Muscle Car Resto" shows on TLC or Speed and they said "Everyone knows that a circle cut out of your frame is stronger than if it was not ever cut."
Could it be true that If someone did this that it would be stronger and lighter?

Kinda depends on a few things... like where /what stress are on the part and do you flange or dimple die the hole after. Lighter, yep, stronger, prolly not. With the correct hole treatment it could be more rigid in torsion.
