I have used a dye to restore the dash of a 66 mustang. I went from red to black. I cleaned it and applied the dye directly to the dash with no primer. When I finished I was amazed at how good it looked. So from my experience the primer was not necessary.

When I sprayed my lower dash and console I did not use primer. But I did use a spray on product called Duplicolor adhesion promoter. It goes on clear. I was happy with the results
