I live close to RI. It is correct older vehicles dont require a tittle when they are sold .To register it though you do need a copy of the registration of the person who last had it on the road and a bill of sale from him.
I bought a 71 vert from a guy in RI who had bought it from the last registered owner ,never registered it him self ,didnt have any registration, and then sold it to me. I had to use one of those title services which eventually got me a title.It was all a giant pain in the azz. I will never buy another car without proper documentation,especialy living in a state (MA) that requires it.

Check with your State. You may still need a clear Title from state to state for ownership. Its all based on year. Take here in New Hampshire, after 15 years to sell Reg is used as a bill of sale, Yet a bank could still have a lein on it. Title shows that it is a clear sale and no holders. Titles are cheap $25.00 or so. If its clear no problrm for the seller to get one.

Hey. after 10 years you dont need a title on a car to register it and you dont need a previous registration but as the buyer you should get a title from the seller ,so you know for sure that there is no liens on the car , if in fact there was a loan out on the car. I went through the same thing.....I live in RI. and I bought my 72 from oklahoma, I had to pay off the pre owners note and he kept the rest the only way for me to get the title from him was to pay the note off because his bank HELD the title

If that car is as represented it isn't too bad a deal. May be worth checking out despite the title issue. It's over 10 years old and if the previous registration info is available it may not be a problem. Not too far from me either.
Same thing in NY. No title pre 1973 just a "tranferable registration" printed right on the registration.
When I moved to AR I had to hand them my NY "Transferrable Registration" and AR issued a "Title" to me for my '69 and a non-transferrable registration.
They did look at me a little cross-eyed when I went up to the counter and asked for them to register and tag it (without a title) but a quick check of the THICK automotive law book they had right there on the shelf made them all warm and fuzzy so it went through no problem. Once they confirmed that NY did not issue titles to pre '73 vehicles they just took care of it.
In Ohio you need a title. I tried to buy a '72 bug. It didn't have a title and the previous titled owner had died. The only way to get one was to petition the court. That would have cost more than the car was worth. It's too bad. The car was in very nice shape.
You will not get a tiltle from any car older than 73 in New York either. I have two Corvettes and no titles only transferable registrations that go with the car if sold. You have to turn in the title to register them in NY but they dont give you a new one. You WILL be able to get a title in your state if they issue them for older cars using a transferable registration from Ny, check with your DMV .
When I bought my '69 in CT in April the seller said they did not use titles in that state for cars over a certain amount of years old. I looked it up on the 'Net and confirmed it. There was some sort of paperwork from the DMV, which begged the question if they were eliminating paperwork, why not just use a title in the first place?
Anyway, when I came back to IL to plate it, I told the DMV there was no title... she looked at a list on her wall and said, "yup CT, 1969- no title." Of course, Illinois does require a title so they created one and I was on my way, no sweat.
I took this to the clerk. She said that they wanted to see the registration. If the reg says no title issued, she wanted affidavit and bill of sale. If reg indicated title, they wanted that.
I sent seller a message and eBay warned me that seller was registered on another eBay site and may not be able to read my message.?
