I took this to the clerk. She said that they wanted to see the registration. If the reg says no title issued, she wanted affidavit and bill of sale. If reg indicated title, they wanted that.
I sent seller a message and eBay warned me that seller was registered on another eBay site and may not be able to read my message.?

the Clerk needs to refer to KRS 186.020
problem is, most of our dufus~azzed Clerks aren't smart enough to access a computer ..
you don't, by KRS (Kentucky Revised Statutes), need an affidavit or title... instruct him/her to refer to the regulations.

Same thing in NY. No title pre 1973 just a "tranferable registration" printed right on the registration.
I went to New york to buy a 67 Big Block convertible in 93 and almost passed on the deal because he showed me a registration card in his name and said they didn't have titles for cars over ten years old. Man that would have been a mistake not to take it since I had no problems transfering it in Pennsylvania which is one of the strictest states. But best to check the individual state before you buy.
Last year I found a gorgous 68 coupe in NY that didnt have a title. The price was right, the car looked great, but the VIN pad was gone and the owner couldnt find stampings on the engine...I ran as fast as I could away from it. Without the VIN I couldnt even get a new title.
The most surprising thing I have found in looking for a new car is just how many fish stories you will uncover. All funny till you drive 2-4 hours to look.
