I have no personal; experience with them, but I've seen the work of Gary's Steering Wheel Restoration in Carlisle, PA. They do beautiful work. I have no idea of costs, though.
Buying a repro steering wheel might be more cost effective.
I had a steering wheel cover on my 80 for 3 years and was going to send it off to be recovered but I thought I would try this myself,I had nothing to lose.I sanded the wheel by hand to a smooth finish and some areas were a little gouged,I used the flexible body filler,sanded and primered then painted it,I was amazed how good it came out and only cost me a few dollars,I'll post some pictures of it later,just my input for you!
