Is the old lever broken off at the switch? On my 77 T/T column I just removed my lever by giving it a good tug and it came right out. If you cant get A hold of the old shaft you may have to remove the wheel and take out the old turn signal switch.
I am thinking that it needs to be turned slightly to release it from the switch, but I could be wrong , did the job many years ago. Good luck, Peace,,, Moosie
On a 77 you must push in slightly and then turn counterclockwise and the turn signal lever stalk should come right out, at least that how it works on my car. I'm pretty sure but not positive that it's going to be the same on a 78.
I once had a 77. You push...turn clockwise...or was it counter clockwise...you'll know it only will move easy in one direction or the other...there is a pin that needs to clear...and gently pull...at least thats what I remember.
On my 79 with tilt and tele I found out after disassembling damn near half the column to get to the lever (like you have to do on any other vehicle I've replaced the lever on) that it just pulls out. Doing a search here would have saved me a lot of time and headache.
This happened on my 78. I tore the whole thing apart to figure it out. It needs to be pulled straight out . No turning is needed because it's in a groove.
