Default Horn Not Working

I put my overhauled [77 t/t] column back together and the horn dont work. I dont know if it ever worked since my car was a kit. I can take a wire and touch it to the spring and horn contact [rod thru the spring] and touch the other end of the wire to the column shaft and the horn works fine so I know I am getting voltage up to the column. What I dont understand is the litle black plastic piece that holds the spring and rod into place is evidently preventing my horn buton from grounding out the rod to operate the horn. Am I assembling the darn thing wrong?

First insert Spring #2 then the Eyelet #3 (the upset end first) into the plastic horn tower that is part of Contact Asm Lower #1. You should press Insulator #4 into the end of the horn tower to hold the spring and eyelet in place. The eyelet should easily slide up and down in the horn tower.

The horn tower should extend up through the Hub Asm 3949110. The Contact Asm Upper #7 will have a leg that extends under the contact. The eyelet should press against the leg and always be in contact with it. The horn cap assembly (9, 10, 11) should snap into the Contact Asm Upper. Now when you depress the horn cap, the upper horn contact should close completing a ground path back down through the steering column.

Pay close attention to parts 2, 3 and 4 - they must be aligned properly.

Jim Thanks I was inserting the rod then the spring and trying to hold the works together with the little black plastic piece. Right parts wrong order.
