guys, based on what the guy is saying, i'm guessing he's talking about fiberglass tops. and with the reference to clear coat, i'd have to further guess he's talking about an '81 or '82 BG car.
if i'm correct, the only way to do the job right is to strip and repaint/clear coat the tops. you may also be able to get an acceptable quality job by just stripping off the clear coat and reapplying the clear. the odds that you will be able to strip the clear without damage to the underlying paint will require some degree of skill, however.
if i'm wrong, and you have glass tops, just disregard the above.
