There is a brake release switch on the pedal so that, when you brake, the cruise control drops out. Look under the dash at the pedal. There will be two switches on it; one is the brake light switch (which has orange wires, I believe) and the other is the cruise switch. It needs to be adjusted so that the cruise disconnects with just a bit of pedal applied (less than what it takes to make the brakes start to apply). That should fix your problem....unless you have an automatic and you happen to be a "brake-rider".
As far as the increasing speed thing, you first need to assess whether the CC sets the speed correctly when you are running at a steady speed. If you can hold 45 mph [or whatever speed], apply the CC, then release the accelerator pedal with it holding the correct speed, you really don't have a problem. If, however, you do the above and the CC speed increases a bit...then stabilizes, there is an adjustment on the CC head where you can increase or decrease the "hold speed" after you release the accelerator. This adjustment is called out in the GM Service Manual; it is a flat-bladed screwdriver adjustment. If you don't have the manual, just tweek the adjustment screw a bit clockwise (CW) and try it out on the road. Based on the results of your test, revise the adjustment until you get it to match speed. [Note: This adjustment is a + / - speed adjustment relative to whatever speed you set.]

thankyou it sets at the correct speed while holding speed and pulling the brake pedal, release feet from pedals and it holds for 10 t0 20 seconds then increases at a high rate such as 10 mph for every 100 yards as an estimate.

You have a defective control head. I would not take a chance using it until you get a replacement. It is possible to repair them. Check the internet for repair possibilities or sources for a replacement.

Mid America Design has the cruise control. I believe it was about $100 bucks when I bought mine a couple of years ago. Fixed my problem.

justasbad....

If you are handy with taking things apart [and sometimes getting them back together], you might as well take your transducer apart to see "what gives?". Just mark the location of attachment screws if they are in slots {rather than holes} as those provide some adjustments.
My recollection is that there is very little mechanism inside and that many can be salvaged by cleaning them up and oiling them a bit. You can't do any harm, if you're thinking about replacing it anyway.
It's really pretty simple....tranny drive cable in, speedo drive cable out, vacuum switching... I think there is some sort of friction wheel inside that gets sticky, etc. Good luck.
