Ok, so looking through the info, it looks like there were tilt/tele steering columns, or fixed columns for 81 C3's, with no "just tilt" models. Is this correct.
I just picked up my project a couple of days ago, so I haven't monkeyed with it too much, but I don't remember any telescoping ability or special lever or anything when I adjusted the tilt. Am I missing something?
I searched but did not find much, maybe used the wrong terms...

There should be a lever on the top of the collumn just forward of the steering wheel that slides from left (unlock) to right (lock) that enables the steering collumn to telescope in and out.
That's how it is on both my '71 and '88, so I'm guessing it's similar on your '81 if it has it.
At the top of your steering wheel center you should find a tab pointing pack towards the gauges. That tab is part of a ring that rotates under the horn button. You rotate it the other way, which loosens the tele, and you can push in and pull pull out the wheel. Locking is as simple as rotating it back to where it was. It rotates lock to lock between the two top spokes at 10 & 2.
