I had some aluminum wheels on my '89 corvette cleaned using the bead blasting method. This is the small plastic media that is used like sand balsting. Once that was done, we sprayed clear cote over them.
I would try using some aluminum wheel cleaner with a tooth brush to see how good I could get them. I have also used Simple Green with a tooth brush to clean aluminum.

Self etching Aluminum MAG Wheel Cleaner and a brush.
Not the stuff for "all wheels", its too weak.
Get the "Mag Wheel" cleaner.
Spray, brush, and rinse.
Autozone or the like will have it.
If they are clear coated, you should be able to see the coating.
Wheels that dirty and aged would also have the coating peeling somewhere. They look like natural uncoated wheels to me.
