Okay, with just headlights on, the outer two bulbs will be the only ones lit. The inside bulbs should not be lit when just the headlights are on.

Outer: Low / High
Inner: High Only

When you click on the brights, the outer two get BRIGHTER, and the inner two light up.

Are you saying the inners don't light at all even when the brights are on? Do the outers get brighter when you click on the brights?

Does the blue 'Brights' indicator light up on the gauges when you click on the brights? You have a floor switch I think, so it may be at fault as well, if not burned out bulbs.

On my '77, the high-beam control is on the column, but mine doesn't click, it just flops... does this sound like I need a new switch?

I'm not really sure about my next trip. Sarah and I need to go soon, so I'll just have to let you know if we get something planned.

If the outer two bulbs are high/low beam bulbs, and if they work on both high and low, then your floor switch is working fine. If the outer lamps do not work on HI [and the inners also don't work on HI], you could have a floor switch that is bad or a headlamp relay that is bad.
