I got it running last night. It had a piece of gunk stuck in the air passage that goes from outside the carb to the "venturi" part of the idle jet. The reason I couldn't get it before was that the piece was stuck down in the hole in such a fashion that it was not possible to see it with the naked eye. I have never had a carb before that beat me down like this one. 
Either way, now the fuel bowl overflows which is pretty common with Mikuni carbs since they do have that worthless brass needle and seat. My local dealer friend ordered me a stainless needle and seat which I have always found to work better. 
Once that's fixed this thing is going to be instantly for sale. There is a lot of bad design in Polaris ATV's. Of course, they are just cheap, no name, Japanese units that are relabeled as Polaris.
Time for a couple more Honda's in the garage. 
Maybe Yamaha too but our local dealer kind of stinks. I'm almost on a first name basis with my Honda dealer.
