I recently installed a complete headlight rebuild and vaccum line kit from Mid-America. My right headlight was not operating properly, sometimes it opened slow other times it did not open at all. Anyway they pop up great now. However, occasionally when I turn the car off the right one opens slightly and then closes.
That is a classic symptom for a blown check valve. I had the same thing happening, replaced the check valve and now no issues.
One way you can check to see if it is the check valve is to take some vice grips and pinch the vacuum hose between the check valve and the manifold with the car running. Shut off the car and see if the lights still try to come up. If they don't, then bad check valve. Then if you release the vice grips and you hear a hiss, bad check valve.
