My wife drove my 84 in a homecoming parade and it loaded up on her by the time the parade was done. I've changed the plugs hoping this was the problem but it wasn't. I'm thinking the fuel filter should be changed next. ? where is the fuel filter?

To the best of my recollection, the filter is on the inside frame rail, passenger side about midway between the front/rear tires.
Two things to remember:
There might be pressure in the line which can be relieved at a TBI inlet or by barely lossening one of the fittings on the filter and maybe wrapping it with a rag to keep it from squirting you in the face.
The filter is lower than the gas tank so have the new one ready to install.
A bad fuel filter would starve the engine for fuel rather than cause the engine to "load up" in the most common meaning of the term.

Well, When I had my C-4, The fuel filter is a standard GM fuel filter located passenger side, where the frame curves inward to clear the front suspension. It's mounted to the frame rail itself. If your exhaust is black, check the ground for the computer on the back of the driver's side cylender head, and make sure it is tight. If that's ok, I'd probably change the M.A.P. sensor. (passenger side of the intake towards the rear. It has a three pin connector and a vacuum line going to it)

check the coupler between pump and sender . fuel bypass makes them run stinking rich due to lack of fuel pressure. little 1nch section of hose bloats and they run like crap
