Were you (or are you now) planning a restoration? It is hard to tell how bad the rest of the cage is by that picture, but clearly that spot has rusted through. It would be the safe thing to get it fixed properly, before the structure gives way and things get out of line. Best of luck. Many cars have seen this before, and it is completely fixable. It will take disassembling much of the car, but you don't have much choice. Keep us posted.
