ok so im restoring a 75 vette i got cheap off my dad, an am to the point where im in side now. turns out i have no dash lights in any of the guages, chekd all the bulbs and are ok, even took the cluster out becuze u had to wire in a new tach wich was fine, that is when i chedk all my bulbs an put them back accordingly to what te back of the tach and spedo said color wise. a few were working. aka Brake light wich lights up red in the tach, but was stuck on duno why. the Bright in blue on the spedo side was on, an for some reason my singals on both sides were solid green???? doesnt make sense to me an arnt really good at this wiring deal. as for the center console none light up either nor under the shifter suposed to light up the gear slection....not working. heater also doesnt work nor does my wiper motor.... all fuses on the fuse block have power. accept this one little short one thats bout half the size of the others couldnt quit make out what it says. any help would be awsome. thanks
The red brake light is only on when the e-brake handle is up. There is a switch in the console that opens when it is pulled.
The blue brights light is only on when the brights are on. There is a foot switch under the carpet to the left of the brake pedal that switches between low and high beams.
Typically the dash lights don't work on these older cars, because the dimmer adjustment is shot. Pull out the headlight knog and turn it to the right for brighter dash lights. Sometimes you can find a good spot in the potentiometer, and the dash lights will illuminate. It usually vibrates off while driving and you have to adjust a little bit to keep them on.
A new light switch will usually fix that problem.
Check your bulbs in the front and back to make sure they are working and there are no shorts there. Your turn signal relay might be shot. That is what makes the turn signals "blink".
Definitely get a wiring diagram.
Check and clean the ground wires.
If you make any splices in the wiring, be sure to solder the connections and use shrink wrap. Wire nuts and electrical tape don't last. Butt splices and crimp connectors weaken the wire and the normal vibrations can cause it to break on down the road.

I'm willing to bet it says IP for Instrument Panel. Check your owner's manual for the correct fuse. If memory serves, it's 10A, but don't quote me on that.
Second thing: Check the rheostat on the headlight switch. These can burn out and kill the instrument lights.
